The Constitution of Colorado assigns to locally elected boards of education control of instruction in the public schools of their respective districts. As charged by the Constitution, the general assembly has provided for the organization of school districts, including the composition of district boards and the election of school directors. Legally, then, local school boards are instruments of the state, and derive their power from the state constitution and acts of the general assembly.
