Advertising or petitioning which promotes, favors or opposes the candidacy of any candidate for election, adoption of any bond issue or any public question submitted at any general, county, municipal or school election shall not be allowed in district schools or on school grounds. Any material of a political nature which endorses or opposes a political issue or candidate for public office shall not be distributed to staff mailboxes or posted on bulletin boards.
